Apprenticeship levy: the case for reform

When the levy was launched in 2017, the apprenticeship levy was billed as a major step towards improving the efficiency of the UK economy. Two years on, apprenticeship starts have declined and time is running out for employers to make use of hundreds of millions of pounds. Reform is needed to ensure that the levy does not become a white elephant.
