Budget analysis: VAT measures

The chancellor’s budget announcements on VAT were fairly limited and there were no significant VAT measures hidden away in Budget Notices or elsewhere. Most measures, such as the EU place of supply changes, the extension of exemption for education and the withdrawal of exemption for research by universities etc had previously been trailed. The more interesting new announcements concerned a tidy up of UK VAT law relating to exports to non-EU destinations and the announcement of a consultation with industry to allow VAT relief to manufacturers who make refunds to final customers.
