When he was Chancellor Gordon Brown would apparently bemoan those who judged his Budgets solely on how much fuel tobacco and alcohol duties had gone up. Times have certainly changed and this year — with Alistair Darling announcing the first recessionary Budget in nearly two decades — almost all eyes were fixed firmly on the big indeed grim picture. Here at Duty Calls though our stare is not easily diverted from booze fags and the climate change levy. And so we offer our Duty Calls 2009 Budget Update.
