For some years now there has been something of a 'phoney war' between (on the one hand) HMRC and (on the other hand) the 'non-compliant community'. They have most definitely been 'at war' given the revised powers regime the emphasis on taxpayer behaviours the various initiatives to 'encourage' large corporates to be more compliant and not to engage in unacceptable planning the litigation and settlement strategy warnings about increased prosecutions and — of course the offshore disclosure facility.
