Businesses give Windsor Framework a cautious welcome

The Windsor Framework will fundamentally rewrite the Northern Ireland protocol to the EU withdrawal agreement, and will fix the practical problems faced by people and businesses, Prime Minister Rishi Sunak said.

‘I’m pleased to report that we have now made a decisive breakthrough ’ Sunak said in a joint news conference on 27 February with European Commission President Ursula von der Leyen.

Command paper

The UK government published a command paper titled The Windsor Framework: a new way forward (bit.ly/windsorframework). Supporting documents included a political declaration a note of the government’s legal position and a link to legal texts published by the European Commission (bit.ly/EClegaltexts).

The command paper notes that ‘the old protocol’ has been ‘the source of acute political economic and societal difficulties’ since it took effect in 2021 and has already led to ‘significant disruption’...
