HMRC has issued a new customs declaration service (CDS) communication pack, outlining progress on replacing the CHIEF system with the CDS.
HMRC started phasing in the CDS in August 2018 for importers making certain supplementary declarations. Deployment of export functionality started at the end of March and should be fully available by the Autumn, although the document notes this timeline is subject to change. The chancellor wrote to HMRC chief executive Sir Jonathan Thompson in August, instructing HMRC to make no-deal preparation its ‘absolute top priority’. Among the priorities mentioned was having the ‘necessary IT delivery programmes in place to withdraw the temporary trade-flow easements when relevant, and the 5,000+ staff required to handle the increase in businesses making customs declarations.’
