Edward Troup, HM Treasury’s Director General for Tax and Welfare, has been appointed Tax Assurance Commissioner and second Permanent Secretary at HMRC. He will succeed Dave Hartnett, the Permanent Secretary for Tax, who is retiring at the end of July.
Troup was a special adviser to the Treasury between 1995 and 1997, having joined from the law firm Simmons & Simmons. He returned to the firm in 1997 before rejoining the Treasury in 2004 as Director of Business and Indirect Tax, HMRC said.
He will be responsible for ‘shaping tax policy and strategy, tax professionalism’ and will ‘oversee and provide assurance of large tax settlements’.
HMRC also announced the appointment of Ian Barlow, currently Chairman of WSP Group plc, as Lead Non-Executive Director. He will succeed the current HMRC Chairman Mike Clasper, whose contract is coming to an end.
The Lead Non-Executive Director replaces the role of the Chairman ‘in accordance with the Code of Good Practice introduced by the government in 2011’.
David Gauke, Exchequer Secretary to the Treasury, said both Troup and Barlow would bring ‘specialist tax knowledge and an understanding of how HMRC operates’.
Lin Homer remains Chief Executive and Permanent Secretary.
The ICAEW Tax Faculty noted that the appointments would bring ‘much needed specialist tax knowledge and experience to the leadership team’.
CIOT President Patrick Stevens said the appointments would strengthen HMRC’s governance: ‘The CIOT has regularly said that HMRC need additional experienced tax professionals at the top of their organisation and Edward and Ian certainly fit that bill. We look forward to working with both of them and continuing our constructive engagement with HMRC.’
