EU VAT gap fell slightly in 2016

The VAT gap across the EU decreased by €10.5bn during 2016 to an overall figure of €147.1bn. This represents 12.3% as a percentage of revenue, down from 13.2% in 2015. Actual VAT revenues for the year across the EU rose by 1.1%.

There was significant variation between member states, 22 of which saw their VAT gap decrease in 2016, while the remaining six, including the UK, reported an increase. See https://bit.ly/2DiqycF.

EU taxation and customs commissioner, Pierre Moscovici, commented that although member states’ VAT collection has been improving, ‘a loss of €150bn per year for national budgets remains unacceptable’. He added: ‘A substantial improvement will only come with the adoption of the VAT reform we proposed a year ago. I urge member states to move forward on the definitive VAT system before the European Parliament elections in 2019’.
