The world of the Excise Officer — once considered to be a relatively low-risk regime when compared to its big brother VAT — suddenly burst into life around 1994 when the first of a series of large-scale duty-diversion frauds came to light involving the now infamous East London warehouse London City Bond. The removal of a whole raft of Customs controls and procedures with the introduction of the Single Market on 1 January 1993 paved the way for duty frauds on a scale never experienced before. Little did Customs know the impact these frauds would have on their operational plans and budgets.
