Alan Dolton editor of Tolley's Tax Cases summarises the second day of the Public Bill Committee debate on the Finance Bill
 
The Public Bill Committee resumed its consideration of the Finance Bill on Thursday 21 May discussing clause 6 (additional rate dividend additional rate trust rates and pension tax rates). Mark Field (Conservative Cities of London and Westminster) stated:
 
'… the predictable truth of the imposition of clause 6 is that the superrich will not pay a penny more in tax. They are either non-domiciled or in the privileged position of being able to characterise much of their income as capital gains which will be subject to the unchanged 18% tax rate.' (Col 82)
