The G20 leaders’ declaration, published on 6 September, supports the OECD’s ‘ambitious and comprehensive’ action plan on base erosion and profit shifting. The declaration endorses the OECD proposal for a truly global model for the multilateral and bilateral automatic exchange of information, and it calls on certain international organisations to work with the OECD to produce a roadmap showing how developing countries can participate in the new standard of information exchange. Although the declaration illustrates the growing political momentum for change, the main challenges lie ahead in what could be a lengthy and complex process.
