Mike Eland formerly a member of the Editorial Board of The Tax Journal is now Director General of Enforcement and Compliance within HMRC. And it is Mike who has written the foreword to a frankly brave independent report which has been carried out on the Customs and Excise inheritance within the new department. It is a direct response to the Butterfield Report which followed London City Bond; in particular there is a consequential anxiety not only to be as effective as possible in the public interest but also to be seen to be effective.
