The government has published draft clauses of the Finance Bill 2020/21. At this point in the policy making cycle, the draft legislation is not expected to cause surprise as most clauses are in relation to previously announced and/ or consulted measures. However, the government also took the opportunity to publish a series of consultations – a number of which reflect aspirations to modernise the tax system.
