The Finance Act 2016, Section 179 (Appointed Days) Regulations, SI 2016/1171, bring into force on 6 December 2016 the provisions which introduce the new approval scheme for users and dealers in raw tobacco, under which existing businesses are required to register with HMRC by 1 April 2017. The regulations also bring into effect on 1 April 2017 HMRC’s new penalty and forfeiture powers for anyone carrying out a ‘controlled activity’ in relation to raw tobacco without HMRC approval.
