Gordon Brown's eighth Pre-Budget Report struck several familiar notes. Indeed the opening paragraphs were not so much an overture as one of those medleys which at the end of a musical reminds the audience of all their favourite numbers: almost every Brownian buzzword of the last few years deployed in a single barrage. Only 'prudence' was missing. The context for this Report was not the 2004 Budget or the 2005 forecasts: it was the Queen's Speech which began the process of setting out Labour's election...
