Having done his tax raising (stealthily) at the Autumn Statement, the chancellor’s Spring Budget was a bare bones affair, built around his four Es strategy and designed to deliver incentives that promote investment and labour market participation. No rabbits from hats. One non-barking dog. And all for a total bill of £90bn over five years, peaking at almost £22bn next year.
