HMRC is consulting until 11 February on a draft amending order which inserts a description of the new category of tobacco product, ‘tobacco for heating’, into the principal regulations. Legislation in Finance Bill 2019 introduces the new duty rate, which the government announced at Budget 2018 would commence on 1 July 2019.
