Is it a case of déjà vu? We had the Hartnett review in November 2001 Review of Links with Business. Now we have the 2006 Review of Links with Large Business published this November. Many of the recommendations of the Hartnett review were implemented — the principal ones being the creation of the Large Business Service and the Business Tax Clearances Unit. So is this review the inevitable sequel following the creation of HMRC or something different?
