The most fundamental changes to VAT rules since 1993 were agreed by European finance ministers in February this year. The whole process reminded me of Lord Justice Sedgley's regularly quoted comments describing VAT as 'a fiscal theme park in which relatively uncomplicated solutions are a snare and diversion'. Anyone who deals with the tax regularly or like me is a seasoned VAT professional will know just how apposite this is. So is the VAT Package a hair-raising bone-chilling roller-coaster ride in the VAT fiscal theme park or a gamble with uncertain odds? Only time will tell.
