Lord Vetinari stared disconsolately from the window of his chambers across the early-morning city to where the sun was beginning to rise over the hubward mountains. On the surface Ankh-Morpork seemed normal enough — market traders were setting up stall late-night revellers were making their way home there was the odd muffled thud to indicate that an apprentice assassin had missed his footing on the roof tiles and would not be back for breakfast at the Guild.
 
But things were not normal and Vetinari knew it. Without turning back to the room he addressed the delegation from Unseen University. 'Well gentlemen — what do you make of it all?'
