Jill Rutter is a senior research fellow of UK in a Changing Europe, and was previously directed the Institute for Government’s work on better policy making and arm’s length government, and Brexit. She is an experienced former civil servant, having held senior roles at HM Treasury and in the Number 10 Policy Unit.
